Ukraine-NATO relations

Ukraine's relations with NATO began in 1991 after the country gained independence from the Soviet Union. Throughout the 1990s and 2000s, Ukraine sought to strengthen ties with NATO while maintaining a neutral status.

In 1994, Ukraine joined NATO's Partnership for Peace, and in 1997, the NATO-Ukraine Commission was established to enhance cooperation.

Ukraine's parliament voted to pursue NATO membership in December 2014 after Russia's annexation of Crimea and military intervention in eastern Ukraine. This commitment was further enshrined in Ukraine's constitution in 2018.

Despite initial resistance from NATO, the 2008 Bucharest summit acknowledged Ukraine's future membership, although it did not provide a Membership Action Plan.

Following Russia's invasion of Ukraine in February 2022, Ukraine applied for NATO membership in September 2022. NATO reaffirmed its support for Ukraine's sovereignty and established the NATO-Ukraine Council in 2023.

Russia's opposition to Ukraine's NATO aspirations has intensified, with demands that Ukraine be barred from joining the alliance.

Prior to 2014, public support for NATO membership in Ukraine was low, but this changed dramatically after the onset of the Russo-Ukrainian War, with increased backing for NATO membership evident in polls conducted since 2022.

The political landscape in Ukraine has also shifted, with various administrations expressing differing levels of commitment to NATO integration, particularly during the presidencies of Leonid Kuchma, Viktor Yushchenko, and Viktor Yanukovych.

As of 2024, NATO has initiated the NATO Security Assistance and Training for Ukraine program, indicating ongoing support for Ukraine amid its aspirations for NATO membership.
